RMC Wins $2.47 Million SAMHSA Grant for Treatment, Recovery & Workforce Support

Recovery Movement Consulting has written and won a second major federal grant for

Garfield Counseling Center in Chicago, Illinois.

The West Side Recovery to Workforce Initiative will received $493,783 for its first year through the Substance Abuse and Mental Health Services Administration’s Treatment, Recovery, and Workforce Support program. Based on the first-year award, the grant will provide approximately $2.47 million throughout its five-year project period, subject to annual SAMHSA continuation funding.

This new award will help Garfield Counseling Center connect substance use disorder treatment and recovery with employment services, independent living support, and long-term economic stability for people living on Chicago’s West Side.

Recovery Movement Consulting developed the successful federal grant proposal and will continue working with Garfield Counseling Center to help administer the program, manage federal compliance, oversee the budget, collect and analyze data, prepare reports, guide program goals, support marketing, and solve challenges throughout implementation.

What Is the SAMHSA Treatment, Recovery, and Workforce Support Program?

The SAMHSA Treatment, Recovery, and Workforce Support program helps individuals receiving treatment or recovery support for substance use disorders or co-occurring disorders live independently and participate in the workforce.

Recovery involves much more than stopping the use of substances. People also need safe housing, meaningful employment, supportive relationships, practical life skills, access to healthcare, and opportunities to become financially stable.

For many individuals, barriers such as gaps in employment, justice-system involvement, transportation challenges, limited education, stigma, and untreated behavioral health needs can make returning to work difficult. Effective workforce support must recognize these barriers and provide coordinated services that address the whole person.

The West Side Recovery to Workforce Initiative was created to do exactly that.

Building a Path From Recovery to Employment

Garfield Counseling Center will use this SAMHSA funding to help individuals receiving substance use disorder and co-occurring disorder services strengthen their recovery while preparing for employment and greater independence.

The initiative will bring treatment, recovery support, workforce preparation, and community partnerships together so participants do not have to navigate disconnected systems on their own.

Services will focus on helping participants:

• Strengthen their treatment and recovery

• Identify employment goals and career interests

• Develop job-readiness and workplace skills

• Address barriers that interfere with employment

• Connect with training and educational opportunities

• Prepare résumés and employment applications

• Practice interviewing and workplace communication

• Build independent living and financial stability

• Receive ongoing recovery and employment support

Garfield Counseling Center will also work with workforce and community partners, including the Can & Will Help Foundation, to connect participants with employment resources, training, and meaningful opportunities.

The goal is not simply to help someone find a job. It is to help each participant build a sustainable foundation for recovery, independence, purpose, and long-term success.
