RMC's RCO Grant Writer Helps SVVOR Secure $300,000 to Lead ROSC in Ogle, DeKalb, Lee, and Whiteside Counties

Recovery Movement Consulting is proud to announce that we supported Sauk Valley Voices of Recovery (SVVOR) in securing two $150,000 awards from the Illinois Department of Human Services Division of Substance Use Prevention and Recovery (IDHS/SUPR), totaling $300,000 in funding.


As the designated RCO grant writer for SVVOR, we helped develop a strategy and narrative that aligned with the Recovery Oriented System of Care (ROSC) framework and demonstrated the urgent need for investment in rural recovery infrastructure. These grants will support the leadership and implementation of two ROSC Councils: one serving Ogle and DeKalb Counties, and the other serving Lee and Whiteside Counties, beginning July 1, 2025, and running through June 30, 2026. Renewal is available for up to two additional years, pending future appropriations and performance.


Building a Recovery Infrastructure in Ogle and DeKalb Counties

The Ogle and DeKalb ROSC Council, led by SVVOR, will implement three targeted projects selected through extensive community input, peer engagement, and collaboration with local service providers. The first project focuses on expanding recovery housing in Ogle County, which currently lacks any certified housing options. In Year 1, the goal is to secure and certify a men’s recovery home through the NARR process and reach 60% occupancy. Year 2 includes launching vocational programming with a 75% completion goal, while Year 3 focuses on sustainability through scholarships and sponsorships to support long-term access and affordability.


The second project addresses public resistance to recovery services by launching a community education campaign titled “Recovery is Your Neighbor.” Over three years, SVVOR will host monthly outreach events and public forums across Ogle and DeKalb Counties. The campaign will evolve into a multi-platform public education initiative by Year 3, aiming to reach over 10,000 community members with recovery-positive messaging.


The third project tackles the lack of local access to treatment and detox services. Residents often travel 90 minutes or more for Medicaid-funded care. This project will build formal referral pathways to the developing Whiteside Detox Center, increase transportation support, and fully integrate 15+ providers into the local system by Year 3. Recovery Movement Consulting, as their RCO grant writer, ensured this project emphasized equity, harm reduction, and regional systems alignment.


Expanding ROSC Leadership Across Lee and Whiteside Counties

The Lee and Whiteside ROSC Council will also be led by SVVOR and supported by Recovery Movement Consulting’s RCO grant writing expertise. The first project centers on Cledy’s House of Hope, a women’s recovery home in Whiteside County. Over the three-year period, the project will complete NARR certification, expand capacity for mothers and children, and provide at least $10,000 in housing scholarships through fundraising and grant support. This addresses both stigma and service gaps for women in recovery, especially in rural areas.


The second project explores converting SVVOR’s newly acquired Rock Falls building into a detox and residential treatment center. Year 1 focuses on feasibility and stakeholder engagement, while Years 2 and 3 advance funding, partnerships, design, and licensing. By the end of the grant, the goal is to open a fully licensed detox facility that serves individuals in immediate crisis from Lee and Whiteside Counties.


The third project mirrors the “Recovery is Your Neighbor” campaign, using community education and storytelling to challenge stigma. With 36 outreach events and six public forums over three years, the campaign will amplify recovery voices and foster inclusive dialogue across the two counties. Recovery Movement Consulting helped SVVOR build a communications and impact model that will ensure the visibility and reach of this campaign, reinforcing the ROSC goal of reducing stigma and increasing help-seeking.
